  由于你点了我的名，不得不说几句。首先声明：本人不懂何为“清标”？也因此未参与讨论。
  在我国法律法规从未提及“清标”有关问题，也不是招标工作中的一个程序。在我工作的经历中，也从未涉及到“清标”，但是我参与评标时，业主单位均成立评标工作小组（成员有业主单位、招标代理单位、项目设计单位和监理单位派人组成）。该小组为评标委员会做准备工作和评标过程中协助评标委员会工作！具体是（1）评标前对投标文件进行资料归纳、统计和对比；（2）列出各投标文件中与招标文件要求相悖各种问题；（3）资格后审是各投标人的资格情况统计；（3）各主要项目施工方案、施工布置和临时设施设计容量。以及机构设置和人员配置对比；（4）项目经理和主要管理人员学历、职称等统计表；（5）各投标人主要施工设备对比表；（6）材料和工程设备计划使用量对比表；（7）招标文件中各评标因素权重表的提供，以及评标价计算或者最高控制价计算和依据，或者标底计算或“成本”的核定；（8）评标过程专家发言记录、评标报告草稿编制等等。（9）提供评标的工作和生活条件。
  如果把评标工作小组称为“清标”小组的话，也就一致了，但不是必须的组织机构！
  本人拙见，仅供参考。
